Plant Health Management Standard - Version 1.3.1 (updated 26 March 2026)

This is the current version of the Plant Health Management Standard version 1.3.1. This is an updated version to make minor corrections to three requirements in Section 1 and improve some areas of the guidance.

This cover document provides full details of the updates made to the requirements and the guidance sections of the Plant Health Management Standard version 1.3.1:

◦ Plant Health Management Standard requirements

- Requirement 1.1 Registration as a Professional Operator - Addition of the words ‘or plant products’ to align with the wording on the UK Plant Health Information Portal: Am I a Professional Operator?

- Requirement 1.2 Plant Passports – Addition to the requirement of the following bullet point: • EU Plant Passports are required when sending traded plant material from NI to GB.

- Requirement 1.3 Phytosanitary Certificates- Removal of the text from the second requirements bullet point ‘and for moving plants from NI to GB’.

◦ Plant Health Management Standard guidance

- Requirement 1.2 Plant Passports – and an update to the guidance to cover the Northern Ireland Retail Movement Scheme (NIRMS).

- Requirement 1.4 Forest Reproductive Material (FRM) – (i) text added to provide details of the full name that the initialism OECD represents, i.e. Organisation for Economic Co-operation and Development. (ii) Link to the relevant OECD website added.

- P27: Appendix 1. Guidance for SOPRA – the guidance has been improved which includes an update to the graphics and the example tables for risk assessments.

- P27: Appendix 2. Addition of an appendix to provide details of the above changes.
